Olympic silver medalist Carlo Paalam to receive a House and Lot from Cebu Landmasters in CDO property

DEPARTMENT OF FOREIGN AFFAIRS AND LIANHUA QINGWEN CAPSULE IMPORTER HOST WEBINAR WITH CHINA’S “PEOPLE’S HERO”


July 13, 2021 

Manila, Philippines – The Department of Foreign Affairs, Foreign Service Institute along with Philippine Archipelago international Trading Corporation presented a webinar featuring prominent figures in Traditional Chinese Medicine which was instrumental in the pandemic management in China. 

The webinar, entitled “Learning from the China Experience – Control and Surge Prevention”, featured prominent Chinese medical figures such as Academician Zhang Boli, Honorary President of the Tianjin University of Traditional Chinese Medicine and recipient of the national honorary title of People’s Hero in August 2020 & Dr. Jia Zhenhua, Chief Physician of TCM, Doctoral Supervisor and President of Hebei Institute of Integrated Traditional Chinese and Western Medicine. 

On the Philippine side, guests were able to listen talks from two of the most important figures in our fight against COVID-19 – National Task Force Deputy Chief Implementor and Testing Czar Secretary Vince Dizon & NTF Contact Tracing Czar and Baguio City Mayor Benjamin Magalong. 

The program started with a few words from Department of Foreign Affairs Secretary Hon. Teodoro Locsin, Jr. During this address he thanked the co-presenters, the Chinese diplomatic core and the distinguished guests and speakers. He also set the stage of our current COVID-19 situation stating over 4 Million deaths and 186 Million infections and counting globally. “This webinar highlights knowledge sharing as one of if not the most essential form of cooperation in managing COVID-19. The slogan is: No one is safe unless everyone is safe.” he said. 

The first speaker, Mayor Benjamin Magalong discussed the case study of Baguio City and how it navigated through the pandemic. He discussed how proactive contact tracing efforts and control efforts enabled them to control spreads, something he likened to a Hammer & Dance situation. More importantly, he discussed the importance of the PDITR strategy, which is Prevent, Detect, Isolate, Treat, and Reintegrate strategy. This strategy simple cuts off transmission chain. He added how vital cooperation was to the efficacy of all preventive and control efforts, not only to Baguio City. The implementation of a top-down, side-to-side, and bottom-up approach basically ensures that the paramount objective of having a proper communication and information dissemination to the entire community, involving all sectors of society, is met. Towards the end of his presentation, he touched on the city’s Recovery and Resiliency Plan as well as their goal of becoming a Smart City by 2022. 

Secretary Vince Dizon reported on the National Vaccination Program. He thanked the Chinese foreign service representatives for their continuous supplies of Chinese vaccines which to date is still the country’s most largest supplier of COVID-19 Vaccines at 11 million procured doses plus 1 million donated. He had also thanked Philippine Archipelago International Trading Corporation President, Olivia Limpe-Aw, as EUA Holder of Sputnik V Vaccines, for the continuous supply of the vaccine. 

Dr. Jia Zhenhua then moved on to discussing the utilization of Traditional Chinese Medicine in the prevention and treatment of respiratory infectious disease in China. During his talk, he broke down COVID-19 based on Collateral Disease Theory and discussed how this is treated through the approach of Traditional Chinese medicine. One treatment of note that was mentioned was Lianhua Qingwen capsule, already widely used and distributed in major drugstores in the Philippines. 

Academician Zhang Boli, one of the most prominent figures in China’s fight against COVID-19 begins his presentation explaining why COVID, to him, is considered the “Plague of the Century.” He expounded by showing data driven effects and evolution of the virus. After his brief introduction on the effects and symptoms of Covid in China, he stressed how preventive measures were executed. He discussed the importance of early intervention to reduce severe conversion rate and the integration of Chinese and Western medicine with comprehensive rehabilitation treatment such as breathing training, physical therapy, Taichi etc. , psycho-therapy to prevent after effects of the Covid-19 infection such as physical injury (damage to immune function, heart, lung and kidney) and psychological trauma such as insomnia, anxiety and depression. He had also introduced Xuanfei Baidu Decoction, another traditional Chinese medicine widely used in China’s fight against COVID-19. He had earlier stressed the importance of medication. “Quarantine without medicine is only half the success,” he said through an interpreter. Academician Zhang Boli shared how they shared this knowledge with the world through donations of traditional Chinese medicine, Lianhua Qingwen to different countries. Exchange of knowledge (like this webinar) were also done in other countries. 

Vaccination is very important but even when vaccinated we should not forget the usual daily personal and household prevention measures and emotion management – keep positive, avoid anxiety and have a healthy lifestyle. 

Philippine Archipelago International Trading Corporation President, Olivia Limpe-Aw, started to close the webinar by thanking the speakers as well as the Department of Foreign Affairs’ Foreign Service Institute who spearheaded this webinar. She summarized the webinar and drew the conclusion that there are definitely similarities in terms of experiences, government policies and values of both countries. In fact, significant learnings gathered from all panelists cover early intervention, quarantine with medication is key, integration of Chinese and western medicine with rehabilitation treatment all help to increase curative rate and reduce mortality rate. 

Learning that there are two other TCM to treat COVID-19 aside from Lianhua Qingwen is something new to us so it has expanded our knowledge on TCM and that there are other options that we hope will be available in the Philippines in the next few months since it looks like COVID-19 isn't going to be over that easily, so we will have to deal with it -manage, mitigate so we can all move on and bring back normalcy to our lives.

Likayi ang mga Loan Payment Scammers

Kinahanglan ka ba mubayad sa imong loan or aduna ka bay transaction na buhaton sa imong bangko? Ania ang mga butang na angay mong buhaton para malikayan ang mga Loan Payment Scammers. 



1. Siguraduha nga ang imong bayad sa loan o uban pang transaction nahatag nimo sa saktong pamaagi sa bangko. 

Pwede nimo mahatag ang bayad “over the counter” or “auto debit arrangement” sa imong bangko. Bisan unsang transaction sama sa bayad sa car loan, home loan or business loan, sa teller gyud muagi ang imong bayad. 

2.  Pahimusli ang paggamit sa Auto Debit Payments. 

Pangutan-a ang imong bangko mahitungod niini. Mao ni ang usa sa pinaka secure ug sayon na option sa pag bayad sa imong mga loans. For example, sa BDO aduna silay Automatic Debit Arrangement (ADA) nga maka transfer ug binulan na mga bayronon gikan sa assigned na BDO Savings or Checking account. 

3. I-verify sa Bangko ang mga tao nga ga offer ug tabang kanimo.

Kung adunay mga tao nga magpasalig ug tabang sa inyong loan payment or para mapadali ang pag process sa inyong loan, ayaw diretso ihatag ang imong pagtugot. Bisan pa kung kini imong higala or paryente ayaw insigida pagsalig. Labi na gayud na magbantay ka kung ang ga offer sa tabang kay dili nimo kaila. Tawag sa bangko ug i-verify kung ang tao authorized ba na mutabang sa mga customers sa ilang loan payments and application. Pangutan-a sab kung ang loan payment or loan application process kay legal ba kini ug authorized sa bangko. 

4.  Magbantay ka kung adunay mag ingon kanimo na ipadala ang imong bayad sa ilang personal account hilabi na kung para kini sa processing sa loan application. 

Ang mga bangko adunay insakto na pamaagi sa pag dawat sa imong bayad ug dili kani ihatag sa account sa isa ka indibidwal. 

5.  Dugang na pahinumdum: 

  • Ayaw ihatag ang imong bank username ug password. Labaw sa tanan ayaw ihatag ang imong One-time PIN or OTP. Ang imong bangko dili mangayo sama ani nga impormasyon. 

  • Ayaw i-click ang mga email or text nga adunay links nga gikan kuno sa imong bangko. Ang imong bangko dili gapadala ug in ana na mga mensahe. 

  • Kung adunay mag tawag kanimo nga magpaaron ingnon na i verify imong account ug mangayo sa imong detalye sama complete name, birthday, mother’s maiden name ug uban pa. Ang imong bangko dili gapangayo ani nga mga impormasyon pinaagi sa text or email.

“No health without mental health”: A lesson from Globe, DepEd TAYO Naman! Webinar

“There is no health without mental health.” This was underscored by Philippine Mental Health Association (PMHA) member, Dr. Bernardino A. Vicente, at the fourth TAYO Naman! (Tulong, Alaga, Yakap at Oras para sa mga Tagapagtaguyod ng Edukasyon) session titled “Understanding and Managing Common Mental Disorders and other Psychological Concerns.” This webinar series is organized by Globe and the Department of Education (DepEd). 


While people are busy taking care of their physical health to avoid contracting the virus, Dr. Vicente said that many Filipinos suffer from mental health problems, resulting in about a 25.7 percent surge in the country’s suicide incidence in 2020. 

“Mental disorders are not uncommon. It’s like 'yung physical illness natin. COVID-19 does not only cause physical health concerns but also psychological disorders. The pandemic is really stressful to almost everyone and is actually the reason why there is an increase in depression, anxiety, and other mental health disorders, including suicide,” he said. 

Thus, he reiterated the World Health Organization (WHO)'s statement that mental health and physical health are two inseparable things that one must care about for their own well-being. 

Dr. Vicente likewise explained that positive mental health promotes a longer life, slows the aging process, and helps provide a better prognosis when illness strikes. Thus, productive activities, fulfilling relationships with other people, the ability to adapt to change, and cope with adversities are vital in keeping a healthy mind. 

Stress from the current situation is also a challenge for educators, students, and their parents who have to cope with online learning and new ways of doing things. Time management, physical activities, relaxation training, continued social support and communication, and proper diet and nutrition are some recommended methods to help ease stress. 

Having a list of activities or memories that make one happy, and seven to eight hours of sleep are also handy in managing stress and achieving good mental health. 

“In stress management, you cannot manage something that you do not know. So 90 percent of stress management relies on becoming aware of what stresses you. Generally, it may come from you, from your family, or from work. It is not the number of stressors you have, it is the way you carry them,” he added. 

 Another key to prevent or solve mental disorders, aside from medical intervention and a healthy lifestyle, is to understand its concept. Dr. Vicente said to watch out for abnormal psychological and behavioral manifestations with associations of distress and dysfunction, that are recurrent or carried over a sustained period. Dr. Vicente also underscored that, aside from medical intervention and a healthy lifestyle, an important key to prevent or manage mental disorders is to understand their nature and symptoms. He emphasized the need to watch out for red flags of psychological and behavioral manifestations associated with distress and dysfunction that are recurrent or carried over a sustained period to be able to diagnose if a person has a mental disorder. 

The session also included panelists from DepEd Zamboanga del Norte Division, which was the week’s host. They are Education Program Supervisor Arcelita Zamoras, Medical Officer III Dr. Cheryl Ocupe, and Project Development Officer II Eunice Janolino. 

TAYO Naman! is an online Mental Health and Psychosocial Support program designed to help teachers, non-teaching personnel, and parents learn about self-care, wellness, and resiliency. The 14-part webinar series is led by the DepEd Disaster Risk Reduction Management Services (DepEd-DRRMS) and the Bureau of Human Resource and Organizational Development-Employee Welfare Division (BHROD-EWD) in collaboration with Globe’s Global Filipino Teachers Series on Psychosocial Support Services, Philippine Mental Health Association and MAGIS Creative Spaces. 

The fifth episode on June 18 will be about “Examining my inner struggles amid the pandemic” to be hosted by School Division Office of Negros Occidental.
